Flaking,dry,pealing makeup. how to make it stop?

i have horrible skin. sometimes it REALLY oily, sometimes it's REALLY dry and splotchy. and i have bad acne. I just started wearing face makeup [ concieler, foundation, powder] like 2 months ago. but most of the time when i wear it, it is flakey ,dry and pealy in certian spots. i moisturize like crazy, at night and in the morning and when i get out of the shower. i dont want to put any on over top of my makeup, because i dont want it to ruen the makeup or get smeary. i use Almay smart shade foundation.
