Can tien by the end of GT beat super saiyan goku fighting frieza? or Frieza?

Im positive Frieza full power was at 12 million or around that margin,and ssj goku was maybe at or slightly over 15 million. Tien has been training all his life and im sure he was at around at least 1 million by the android saga,considering the androids were well over 17 million apiece.He continued training for years and come Buu saga he should be at around 5+million,considering he doesnt get the huge power boosts the sayians get. Maybe he has a slim chance at beating ssj goku on namek or a better chance at Frieza? im sure he must have been over 10 million by then,he isnt completely a human,so he must get slightly higher boosts then humans like Krillin but still less then sayians..This has been discussed many times but just want to know your thoughts
