Problems accessing internet with parent control on user account?

my daughter has a user account on our laptop, so i switched on the parent control so she couldn't stumble upon an unsuitable web site, only now she is having trouble getting connected to any internet site, it's more of a problem at certain times,but i've ended up having to switch the parent control off, can anyone offer any advice?
