Cities in the south and the west have flourished in recent years because?

I'd say a lot of places that have done well in the US from my perspective as an outsider have been because of a mixture of warm climate, low taxes, quality of life, right to carry and limited gun ownership regulations which have resulted in low crime rates. I also agree somewhat with (d).
