Need a investor for a medical staffing website, do you have any suggestions?

First of all the investor would need to understand medical staffing because I have already wasted my time and their on multiple investors who have no concept of medical staffing hence can not see the potential of this website. They would also need to be in the Houston area or agree to have a video conference, hell I don't care if they are from China. They would need to agree to a NDA before getting started. And, of course, be a serious investor not someone who is just curious. And I do not want to hear about website that hook you up with Angel Investors. I do not want an Angel Investor. Here the gig, the website is about 90% coded and paid for. We have a business plan, marketing plan and are looking for an investor who is willing to risk $122,000 on marketing the website in the Houston area for 15% ownership of the company. We will go over the details after the NDA is signed, including the budget and financial forecast spreadsheets. Does anyone out know of any investors who would be willing to spend about 2 hours to go over the details. Is there a website out there that can find this person for me? Any help is greatly appreciated.
