British stuck in contolled marriage need advice

I have been married to my husband for 7 years we have 2 girls, my son, and his nephew, over the last 7 years I have endured physical abuse and mental abuse, mostly from his drinking bouts.I left him and took my 2 girl and son with me twice recently while he was drinking told him I would return when he stopped first time it took him 3 days, second 1 day, He has stopped drinking for 3 weeks now but seems to be on a control trip, he has started to take over paying the bills, taking charge of the money apart from my child support I receive. He leaves paying the electric and gas until the last minute ie the day before cut off these bills are all in my name including the tv and internet which he wants to get cut off so the family will be normal (he hates the internet). The conversation between us is sometimes just politeness, not close or loving as it used to be. He cuddles me in bed and is loving when he wants but out of the bedroom we are strangers again. He has taken steps to go to anger management cles which he did 5 years ago after I Had him arrested for breaking my nose.But I think these are a cover to pretend he's doing something to help makes him look good. He has not been violent towards me for about 10 months now so I think a restraining order is out of the question its more just mental games, he's pretty good with the kids and does work. LEAVE? I am british and am not legal so I cannot work I cannot go back to england because he will not let me take the girls. So I am stuck any advice? any ideas?
